in your instance of splunk locate the splunk-launch.conf
(for the enterprise version the file can be found at 
/splunk/etc/splunk-launch.conf) and add the following into the file


$SPLUNK_HOME/etc/splunk-launch.conf:
OPTIMISTIC_ABOUT_FILE_LOCKING = 1
