I fixed it by following the migration instructions here to use Asset packages, instead of Unity Package Manager.
Now my Cloud Build is working again.

Basically, the migration steps are to

1. Remove all Google packages from Unity Package Manager

2. Download .equivalent tgz unitypacakge files
https://developers.google.com/unity/archive

3. Import .tgz or unitypacakge files
https://developers.google.com/unity/instructions#install-tgz
