for example 
"c:\java\bin\javac.exe" -d c:\ therestofcommand
or
"c:\java\bin\javac.exe" "-d" "c:\\" therestofcommand
but from powershell you need ampersign (&) at the beginneng especially if they are rapped in (double) qoutes
& 'c:\java\bin\javac.exe' '-d' 'c:\' therestofcommand
