sudo nano /etc/apt/sources.list

add this links to down side of file
deb http://archive.ubuntu.com/ubuntu bionic main universe
deb http://archive.ubuntu.com/ubuntu bionic-security main universe
deb http://archive.ubuntu.com/ubuntu bionic-updates main universe

then reinstall it.

sudo apt-get purge php*
sudo apt-get purge php7.*
sudo add-apt-repository ppa:ondrej/php
sudo apt update
sudo apt upgrade
// you can change version 7.4
sudo apt install php  php7.4-mbstring libapache2-mod-php php-common php-mysql php-gmp php-curl php-intl php-xmlrpc php-gd php-xml php-cli php-zip
