yes it is true. NPM is a nodejs package manager which installs dependencies for your nodejs project.
It installs the packages in your working environment which is not accessible to the nodejs repl that's the reason the npm command is not vaild there.
If you are familiar with working in python, npm is as same as pip which cannot be run in python repl.
