This could happen when the tools folder is deleted
to fix this just create a cake.config file and add the folowing code
[Paths]
Tools=random/directory/that/is/not/the/tools/folder
Addins=random/directory/that/is/not/the/tools/folder
Modules=random/directory/that/is/not/the/tools/folder
Cache=random/directory/that/is/not/the/tools/folder

than run cake again.
after that it should re download the nuget package and than you can remove the cake.config file
