To remove active control planes for a version of Istio:

1. Check for Istio namespace labelling

2. Migrate any matched namespaces manually

3. Back up resources for each version of Istio that you want to remove

4. Remove the Istio control plane webhooks for each version of Istio that you want to remove

5. Delete Istio control plane services and deployments
