Do Windowskey-R then type gpedit.msc and then ok

go to computer Configuration > Administrative Templates > Windows Components > Windows Update >

then there should be an option thats ON saying: "do not connect to windows udate internet locations"
when you turn this OFF it should fix the Update issue and start downloading in the store
