Either within OnInspectorGUI() override:

EditorGUILayout.LabelField("Movement Settings", EditorStyles.boldLabel);

Or just put an attribute inside your MonoBehavior/Scriptable Object where you want the header to be

[Header("Section Title")]
public int myInt;

[Header("Other Section")]
public string myString;
