You've tried everything else, you checked the startup apps and
task scheduler and autoruns. Nothing seems to work.
Now to fix it for real:
1. Open settings and search for "sign-in options" (should be under accounts on windows 10)
2. Scroll down to the bottom
3. Turn OFF "Use my sign-in info to automatically finish setting up my device after an update or restart"
